Tomi Inari Shrine is enshrined on Tomiyama, a hill rising 115 meters in the Manai district of Hiji. It has its origins in Aoyanagi Shrine, which was reloacted here from Kimon Turret in Hiji Castle. At this shrine, people used to pray for the safety of the Kinoshita lords of Hiji Domain when they departed by ship to attend an official service in Edo, the former name of Tokyo. It also served as a lookout from which the domain could keep watch over Beppu Bay as far as the Suonada Sea.
In 1877, the Haiden, or front hall of worship, was established as a branch of Kyoto's Fushimi Inari Shrine. Behind the Haiden is a path where white foxes used to live in holes, and small shrines worshipping these white foxes can be seen here.
